Liaocheng Government Information Disclosure Guide: What Foreign Founders Need to Know

A practical English-language overview of how the Liaocheng Municipal People's Government discloses official information, how foreign founders can request documents, processing timelines, fees, and the limits on what may be disclosed.

Why This Guide Matters for Foreign Founders

When you register or operate a company in China, you will sometimes need official documents, policy texts, or regulatory records from local government. Liaocheng's government information disclosure guide explains how the municipal government and its General Office (referred to in the source as "this office") release information, and how companies and individuals can request material that is not published proactively. The guide is issued under the PRC Regulation on Open Government Information (State Council Order No. 492, revised by Order No. 711).

For a foreign founder, the guide is best read as a map of where official information lives and how to ask for it in a way that gets a timely response.

Where to Find Published Information

The primary channel is the Liaocheng Municipal People's Government website (http://www.liaocheng.gov.cn/), which hosts the disclosure guide and a dedicated disclosure section. The source lists several additional channels:

Opening hours follow a seasonal schedule. From October 1 to April 30, the hours are 8:30–12:00 and 14:00–17:30. From May 1 to September 30, they are 8:30–12:00 and 14:30–18:00.

What the Government Publishes Proactively

The source describes two broad categories of proactively disclosed material.

Rules and normative documents

This includes local regulations published as municipal government documents, government rules and documents formulated by the municipal government, and normative documents issued in the name of this office or jointly with other departments where this office is the lead department.

Administrative and policy information

This covers administrative and institutional fee items, their basis and standards; the catalogue, standards, and implementation of centralized government procurement; approval and implementation of major construction projects; supervision and inspection of environmental protection, public health, work safety, food and drug safety, and product quality; policies and measures on poverty alleviation, education, medical care, social security, and employment promotion, together with their implementation; and emergency response plans, early-warning information, and responses to public incidents.

Proactively disclosed information is published within 20 working days of being formed or changed, unless laws or regulations set a different deadline.

Requesting Information That Is Not Published

Citizens, legal persons, and other organizations may apply for government information beyond what is proactively disclosed. As a general rule, authorities do not provide information that requires processing or analysis of existing government information, except where the Regulation permits differentiated handling under Article 37.

How to submit an application

Applications use the Liaocheng Municipal People's Government Information Disclosure Application Form. The form can be collected at the application acceptance point or downloaded and printed from the disclosure column on the government website. Applications can also be submitted online through the website's online application section.

The form should clearly state the applicant's name or organization name, contact details, and the preferred method and format for receiving the information. The description of the requested information should be precise; the source recommends providing the document name, document number, or other identifying details that make it easy for the authority to locate the record.

For in-person applications, a valid identity document must be presented. For postal applications, a copy of a valid identity document should accompany the form. For online applications, a scanned copy or photograph of a valid identity document should be uploaded.

Where to send applications

Postal applications should be sent to the Government Information Disclosure Office, General Office of Liaocheng Municipal People's Government, No. 24 Dongchang West Road, Liaocheng, postal code 252000. The envelope should be marked "Government Information Disclosure Application" in the lower left corner.

The office hours for handling matters are 8:30–12:00 and 14:30–18:00 on working days from May 1 to September 30, and 8:30–12:00 and 14:00–17:30 on working days from October 1 to April 30.

Fees and Processing Times

Information processing fees are charged in accordance with the General Office of the State Council notice on the measures for managing information processing fees for government information disclosure (Guobanhan [2020] No. 109) and the Shandong Provincial People's Government General Office notice on implementing those measures (Luzhengbanzi [2020] No. 179).

Where an application can be answered on the spot, the authority should do so. Otherwise, it should reply within 20 working days of receipt. If an extension is needed, the head of the authority's disclosure office must approve it and notify the applicant in writing; the extension may not exceed 20 working days.

If the number or frequency of requests clearly exceeds a reasonable range, the authority may ask the applicant to explain the reasons. If the reasons are unreasonable, the applicant will be told the request will not be processed. If the reasons are reasonable but a reply cannot be given within the statutory period, the authority will set a reasonable delayed reply period and inform the applicant.

How Responses Are Handled

Where the requested information may be disclosed, the authority provides it or tells the applicant how, where, and when to obtain it. Where the information is not within the authority's responsibility to disclose, the applicant is informed with reasons; if the responsible authority can be identified, its name and contact details are provided. Repeat applications for the same information that has already been answered will not be processed again. For information such as business registration or real estate registration records, where other laws or administrative regulations set special rules, the applicant is directed to follow those rules.

What Is Not Disclosed

Information is not disclosed where it is lawfully determined to be a state secret, where laws or administrative regulations prohibit disclosure, or where disclosure could endanger national security, public safety, economic security, or social stability. Information involving trade secrets or personal privacy that would harm a third party's lawful rights is also withheld, unless the third party consents or non-disclosure would significantly affect the public interest. Internal discussion records, drafts, negotiation letters, request reports, and administrative enforcement case files are not disclosed, unless laws, regulations, or rules require otherwise.

The General Office of the Liaocheng Municipal People's Government is the competent department for disclosure work, responsible for advancing, guiding, coordinating, and supervising disclosure across the city.
